The Shared Waters Enhancement and Loughs Legacy (SWELL) is a major cross-border project supported by the European Union’s INTERREG V Programme within the shared waters of Carlingford Lough and Lough Foyle.

The SWELL project represented a cross-border partnership comprising Uisce Éireann, NI Water, the Agri-Food and Biosciences Institute (AFBI), Loughs Agency and East Border Region, working collaboratively to improve water quality within the shared waters.
This DBO multi-site contract included design, construction, operation and maintenance of:
- new 3000pe wastewater treatment works at Lifford
- rising main and gravity sewer in Lifford Town
- Upgrade of WwTw up to 800pe at Killea
- Conversion of existing wastewater works to a pumping station in Carrigans
- 160mm HPPE rising main 3300m long from Carrigans to St. Johnston WwTP
- Sewer and manhole rehabilitation in Omeath
